“This place is NOT 24/7 or public! I called Flo who couldn't confirm, but was suspicious the same and apologetic for being unable to give more. They said this happens often. Then I called the building and after several transfers finally spoke to the motor pool department who confirmed, it's only for the government vehicles. I added photos for reference.
